## 1. Overview

PHASE 3 delivers production-ready SDK implementations for 99 programming languages, enabling universal adoption of WIA-CORE-010 across the entire software ecosystem.

**Objectives:**
- Implement SDKs for 20 Tier-1 languages (full feature parity)
- Provide reference implementations for 30 Tier-2 languages
- Document integration patterns for 49 Tier-3 languages
- Establish SDK quality standards and testing requirements

**Deliverables:**
- 20 production SDKs (Tier-1)
- 30 community SDKs (Tier-2)
- 49 reference implementations (Tier-3)
- Integration guides for popular frameworks
- SDK testing framework

## 2. Language Tiers

### 2.1 Tier-1: Full SDK Support (20 languages)

**Criteria:**
- Official WIA-maintained SDK
- 100% feature coverage
- Production-ready quality
- Automated testing and CI/CD
- Published to official package registries
- Regular updates and security patches

All SDKs MUST implement:

1. **Error Class/Type**
   - Extends native error type
   - Implements WIA error structure
   - Serialization/deserialization

2. **Error Code Enum/Constants**
   - All standard error codes
   - Type-safe code references
   - Documentation strings

3. **Severity Enum**
   - Four severity levels
   - Type-safe severity values

4. **Recovery Strategy Enum**
   - Six recovery strategies
   - Type-safe strategy values

5. **Utility Functions**
   - Error creation helpers
   - Validation functions
   - Serialization utilities
