## 1. Introduction

### 1.1 Purpose

WIA-UNI-006 establishes a comprehensive framework for unified telecommunications infrastructure across the Korean peninsula. The primary purpose is to enable seamless 5G connectivity, international roaming, cross-border calling, and unified internet access for all Koreans, North and South.

### 1.2 Scope

This specification covers:
- Unified 5G network architecture
- International roaming protocols
- Cross-border voice and video services
- Unified internet gateway and content delivery
- Security and privacy frameworks
- Billing and economic models

### 1.3 Definitions

- **UKT (Unified Korea Telecom)**: Joint telecommunications operator (50% ROK, 50% DPRK)
- **DMZ**: Demilitarized Zone - special coverage area requiring seamless handover
- **Network Slicing**: 5G technology enabling multiple virtual networks on shared infrastructure
- **One Korea Roaming**: Zero-cost roaming between North and South Korea
- **Family Call**: Free humanitarian communication between verified separated families

## 2. Network Architecture

### 2.1 Four-Layer Model

#### Layer 1: Network Layer
