## 1. Overview

Phase 3 defines communication protocols for inter-node coordination, network orchestration, and real-time data exchange in telecommunications infrastructure. This specification ensures efficient, secure, and scalable communication between infrastructure elements.

- **Reliability**: Guaranteed delivery for critical messages
- **Scalability**: Support for millions of infrastructure nodes

## 7. Security Protocol

### 7.1 Mutual TLS (mTLS)
All node-to-node communication must use mTLS:

**Certificate Requirements:**
- RSA 4096 or ECDSA P-384
- Validity: Max 1 year
- Subject CN: Node UUID
- SAN: Node IP addresses

**TLS Version:** TLS 1.3 minimum

**Cipher Suites:**

## 8. Quality of Service (QoS)

- **Critical (0)**: Emergency alerts, system failures (< 10ms delivery)
- **High (1)**: Control commands, configuration changes (< 100ms)
- **Normal (2)**: Regular telemetry, status updates (< 1s)
- **Low (3)**: Logs, historical data (best effort)

### 8.2 Delivery Guarantees
- **At-most-once**: Fire-and-forget (low priority)
- **At-least-once**: Retry until ACK (normal priority)
- **Exactly-once**: Deduplication + retry (critical priority)

- Per node: 1000 messages/second sustained
- System-wide: 10M messages/second

### 10.3 Reliability
- Message delivery success rate: > 99.99%
- Connection uptime: > 99.95%

## 11. Error Handling

### 11.1 Error Codes
