## Phase 1 Overview: Core Communication Infrastructure (Months 1-3)

### Objective
Establish foundational tactical and strategic communication networks with secure voice, data links, and satellite connectivity. Deploy software-defined radios, tactical internet routers, and encrypted communication systems enabling coordinated operations across joint forces.

## Key Deliverables

### 1. Software-Defined Radio Deployment
- **JTRS Handheld**: Deploy 50,000 HMS Manpack radios for dismounted operations
- **JTRS Vehicular**: Equip 10,000 combat vehicles with multi-channel capability
- **Waveform Library**: Implement SINCGARS, MUOS, SRW, and legacy waveform support
- **Over-the-Air Programming**: Remote software updates and waveform installation
- **Multi-Band Operation**: VHF, UHF, L-band, and SATCOM frequency coverage
