## 1. Overview

This specification defines protocols for cross-system legal transactions including property transfers, contract execution, court filings, and document authentication.

## 2. Property Transfer Protocol

### 2.1 Transaction Flow

1. Initiation: Buyer requests transfer via API
2. Verification: Identity, ownership, and financial capacity checked
3. Escrow: Funds and property locked
4. Documentation: Transfer documents generated and signed
5. Execution: Two-phase commit across systems
6. Confirmation: Blockchain record and notifications

### 2.2 Two-Phase Commit

Phase 1 (Prepare):
- Property Registry: Prepare ownership change
- Payment System: Prepare fund transfer
- Tax System: Prepare tax assessment

Phase 2 (Commit):
- All systems commit atomically
- Rollback all if any fails

## 3. Contract Execution Protocol

### 3.1 Contract Creation Flow

1. Contract drafted with WIA-UNI-014 data format
2. Legal compliance check (North + South + Unified requirements)
3. Party signatures with WIA-UNI-001 authentication
4. Registration in Unified Legal Registry
5. Blockchain recording for immutability

### 3.2 Smart Contract Integration

- Conditions monitored automatically
- Actions triggered when conditions met
- Notifications sent to all parties

## 4. Court Filing Protocol

### 4.1 E-Filing Process

1. Jurisdiction determination (personal, subject matter, territorial)
2. Document preparation in WIA-UNI-014 format
3. Submission via API with filing fee
4. Validation (jurisdiction, completeness, formatting)
5. Case assignment to judge
6. Service of process to parties
7. Real-time status tracking

## 5. Document Authentication Protocol

### 5.1 Authentication Process

1. Document hashing (SHA-256)
2. Digital signature with authority's private key
3. Blockchain recording (WIA Legal Chain)
4. Certificate chain to trusted root CA

### 5.2 Verification Process

1. Recompute hash from document
2. Retrieve signature from blockchain
3. Verify signature with public key
4. Check certificate validity
5. Confirm timestamp

## 6. Conflict Resolution Protocol

When legal systems conflict:

1. Automated detection of conflicts
2. AI classification (severity, type)
3. Apply pre-defined harmonization rules
4. Escalate to human experts if needed
5. Joint legal committee for major conflicts
6. Publish resolution as precedent

## 7. Security Requirements

- TLS 1.3 for all communications
- Mutual authentication of systems
- End-to-end encryption for sensitive data
- Role-based access control (RBAC)
- Comprehensive audit logging

## 8. Conformance

Protocol implementations MUST:
- Support atomic transactions (ACID properties)
- Implement two-phase commit for distributed transactions
- Provide document authentication and verification
