## 1. Introduction

### 1.1 Purpose

WIA-UNI-001 establishes a universal framework for secure, transparent, and humanitarian data exchange between the Democratic People's Republic of Korea (DPRK) and the Republic of Korea (ROK). The primary purpose is to enable separated families to communicate while maintaining security, privacy, and international oversight.

### 1.2 Scope

This specification covers:
- Trust and verification mechanisms
- Cryptographic protocols
- Data exchange formats
- Humanitarian priority channels
- International oversight frameworks

### 1.3 Definitions

- **Trust Anchor**: An independent organization authorized to verify transactions
- **Separated Family**: Family members separated by the Korean War (1950-1953) or subsequent division
- **Humanitarian Message**: Communications related to family reunification, medical emergencies, or disaster response
- **DMZ**: Demilitarized Zone separating North and South Korea

## 2. Architecture

### 2.1 Four-Layer Model

#### Layer 1: Trust Layer

- Public Key Infrastructure (PKI)
- Zero-knowledge proofs for content verification
- Threshold signatures (3 of 4 required)

#### Layer 2: Exchange Layer

### 2.2 Trust Anchors

Four independent trust anchors provide verification:

1. **ROK Government** (Ministry of Unification)
2. **DPRK Government** (Committee for Peaceful Reunification)
3. **United Nations** (OCHA + UN Command)
4. **ICRC** (International Committee of the Red Cross)

### 3.1 Encryption

- **Intermediate CAs**: One per trust anchor
- **Certificate Lifetime**: 2 years
- **Renewal**: 90 days before expiration

### 3.3 Zero-Knowledge Proofs

Used to verify:
- User authorization without revealing identity
- Content compliance without reading content
- Successful delivery without knowing message details

- Text messages: up to 10 MB
- Voice messages: up to 30 minutes, MP3/AAC
- Video messages: up to 2 hours, H.264/1080p
- Photos: up to 50 MB each, JPEG/PNG
- Documents: up to 100 MB, PDF/DOCX
