## Abstract

This document specifies the WIA Digital Citizenship Standard (WIA-SOC-004), a comprehensive framework for online citizen identity and rights management. The standard defines data formats, API interfaces, security protocols, and integration patterns for universal digital citizenship recognized across 193 countries.

## 1. Introduction

### 1.1 Purpose

The WIA-SOC-004 standard aims to:
- Provide universal digital identity infrastructure for 5+ billion global citizens
- Enable secure, privacy-preserving identity verification across borders
- Establish machine-enforceable digital rights framework
- Facilitate seamless access to e-government and private sector services
- Support refugees, stateless individuals, and marginalized communities

- **Digital Citizen**: An individual with a verified digital identity in the WIA system
- **Citizen ID**: Unique identifier assigned to each digital citizen
- **Assurance Level**: Identity verification confidence (IAL 1-4)
- **Trust Score**: Reputation metric based on verified credentials
- **Zero-Knowledge Proof**: Cryptographic proof without data disclosure
- **Verifiable Credential**: W3C standard credential with cryptographic signature
