## 1. Overview

WIA-UNI-011 defines standardized data formats, APIs, and protocols for inter-Korean cultural exchange activities including arts performances, sports events, music collaborations, festivals, and heritage preservation projects.

### 1.2 Philosophy

### 3.1 Events API

### 3.3 Authentication

OAuth 2.0 with JWT tokens. Role-based access control (Public, Organizer, Ministry, Admin).

## 4. Sync Protocol (Phase 3)

### 4.1 Cross-Border Synchronization

DMZ-hosted neutral sync server facilitates data exchange between North and South Korean cultural institutions.

1. Change detection
2. Encrypt and sign payload
3. Upload to DMZ server
4. 24-hour quarantine period
5. Distribution to target nodes
6. Conflict resolution
7. Audit logging

### 4.2 Security

- TLS 1.3 for transport
- AES-256-GCM for payload encryption
- Ed25519 digital signatures
- Multi-party key custody

### 5.1 UNESCO Integration

Bidirectional sync with UNESCO World Heritage, Intangible Cultural Heritage, and Memory of the World databases.
