## Overview

Phase 3 defines the communication protocols, security standards, and data exchange mechanisms for digital court systems, including virtual hearings, secure messaging, and encrypted document transfer.

## 1. Communication Protocols

### 1.1 Virtual Hearing Protocol

## 2. Security Standards

### 2.1 Encryption Requirements

**Data at Rest:**
